Every municipal district throughout Chili is required to convoke
the people & to choose by a plurality of voices in each municipality
one Representative to a General Convention.

Any districts which may happen to be disturbed by the enemy's
marauders, may by the assemblage of the Local Magistrates, & as
many of the respectable citizens as can be brought together, select
a Representative to this Convention.

Should the capital of Chili be free from the apprehension of an
enemy, they will elect 3 Representatives from that capital & a
supplean.

The Representatives must be 25 years of age or upwards & be
possessed of some property or of some industrious or useful pursuit.
The Convention to meet 1st July 1812, & to sit 3 months.

The Government was charged with the provision of printed
works on Government, & the economy of States for the use of the Convention.

It is dated 7th May 1822 and subscribed by B. O'Higgins
President; Joaquin de Echeverria, Minister of Exterior Relations
& José Ant. Rodriguez Minister of the Treasury & War.

The first number of a work entitled Mercurio de Chili, which
is to treat of history, politics, science, & literature, has appeared, & is
to be continued periodically.

The province of Entre Rios formerly under the jurisdiction of Buenos
Ayres, has established a Provisional Constitution, under which a Provisional
Congress assembled at Parana on the 8th Decr 1821. The
Administration is conducted with perfect order, & is in perfect understanding
with Buenos Ayres.

The territory is described in the 3rd article of the Official Declaration,
to be comprehended between the great rivers Parana, Uruguay,
bounded on the north by the little river Guaginato & the eastern
bank, on the north east by Mocorett, on the east bank of the
Uruguay, subject to such changes as Congress may deem just. The
Government is to be Representative by Election independent of
other States & no authority to exist without law or above it."
