3. This declaration shall be read aloud by the President,
all standing up.
4. The chamber shall be addressed by the title of honorable;
but its shall not be necessary among its members members shall not possess the title individually.
5. The Representatives shall not in any case form a body in
any house case, except in the Sessional Chamber.
6. Two thirds of the Representatives, received, and not
licentiates, shall make a chamber.
7. No Representative can absent himself fromf the city
during the time of the Sessions without special permission
of the Chamber.
8. Every Representative from the day on which he
may be received, shall be obliged to attend at all the
meetings.
9. The Representative who shall be impeded, or shall
suffer injury from attending any Session, shall excuse
himself before it is opened, by means of a note, directed
to the president, expressing the cause of his absence.
10. When any Representative has become conspicuous for by
his nonattendance, the President shall submit to the
Chamber, a special resolution, that the circumstances
of the case may render expedient.
11. The meetings shall be public: to hold keep them secret
a special Resolution of the Chamber shall be required necessary, on
the petition demand of the Government, of the President or of one of the Representatives
12. The President shall call a meeting when invited by the
Government, or desired by three Representatives.
