22. The President shall present to the Chamber an
estimate of the number of individuals Sums, requisite for the
service and cleanliness decency of the house of the Representatives.

23. In On the same terms, and for the same length of time
as the President, the Chamber shall name two Vice Presidents.

24. The Vice Presidents will have no particular Seat, nor any
other function than that of exercising the Presidency, when the
President is prevented.

Title. III.
Of the Secretary and the Deputy Secretary.

25. The Chamber shall name by plurality of voices, from
among the Representatives, or not from among them a Secretary.

26. The Secretary shall have an endowment of 2000 Castellanos Dollars
annually.

27. The functions of the Secretary shall be the following

To make in writing the scrutiny of the nominal votes.

To compute and verify the result in the Acts, by the
sign of standing and sitting.

To inform the President in both cases of the result.

To produce keep the books, which shall will be mentioned in the
following articles.

To edit, note down, and read the act of each session.

28. The Act shall express state,

The number of Representatives who composed the Chamber.

The observations objections, corrections, and approbation of the anterior
Act.

The discussions and projects of which an account notice has been
given, the distribution of these, and whatever resolution has been moved in consequence
