34. The Chamber shall name, in the same terms as
the Secretary, a Deputy Secretary.

35. The Deputy Secretary shall receive 1500 Castellanos Dollars
annually.

36. The functions of the Deputy Secretary shall be
the following:

To assist the Secretary in his functions, and to
exercise them wholly, when he is prevented from so doing.

To read all that is proffered necessary in the Chamber
with the exception of the Act.

To write down the discussions; to form from them
and from the Act, a Journal of each Session, which
shall be passed by the Commission of Petitions.

To take care of the impression of the Journal
under the direction of the Committee of Petitions.

37. The Secretary and the Deputy Secretary shall be
under the immediate orders of the President.

Title. IV.
Of the Committees.

38. There shall be four permanent Committees, each
composed of five Representatives.

39. The nomination of those who sh are to form compose the
four Committees, shall belong to the President.

40. The members of each Committee shall name by plurality
of voices, a President and a Secretary.
