46. If agreed accorded to by the Chamber, the President, may
refer any complicated subject to a Special Committee,
which shall cease when it has fulfilled its charge.
47. Any constitutional subject of, treaties or relation in communications to with
any other State, shall be referred to a Special Committee.
48. Every Committee having considered each subject
for which it was formed, intrusted to them shall prepare the
points of its information heads of its report.
Afterwards it shall decide by voting, whether it
shall report to the Chamber viva voce or by writing.
If decided that it shall be viva voce, it shall,
name one to report to the Chamber, and to maintain the
discussion in favor of the project of the Committee.
If it should be resolved, that it the report be in
writing, it shall name one, to draw up, the resolution report of
the Committee, and when approved it shall name one to
maintain the discussion.
49. Every Committee immediately upon finding itself in
a condition, to report give information upon any subject whatsoever, shall
give notice of it to the President, who will inform the
Chamber of it, and will proceed according to its decree;
noting it down in the Act.
50. The Chamber shall make through the medium
of the President, the researches enquiries which may be deemed necessary
in relation to any Committee, which shall appear
to be dilatory, behindhand backward.
