57. A proposition which demands a reply — recommends
or demands asks any thing of the Government, shall be
under the form of a Minute of Communication.
Title VI
Of the Editing
58. Any project, or minute that shall be presented, written
in the same terms in which it is to be sanctioned, shall
be moreover signed by and delivered to the Secretary.
59. No article shall state the reason, nor contain more than
the expression of the will.
60. Every article shall be reduced to a simple proposition: &
such as cannot may be admit to in one part and deny denied in another.
Title VII
Of the Initiative
61. The Official initiative shall belong to the Ministers
62. Any Every project presented by the Ministry shall be red
read, and referred to the permanent Committee corresponding to which it belong
to it; or if a Special Committee shall be demanded, it shall
be named and the Minute be submitted to it for its examination of the Minute.
63. Any Member of the Chamber may introduce any project
whatsoever.
64. The Member of the Chamber, who shall present a project,
may shall demand that it be read: after the reading of it, he
shall expound the reasons, and the object of it.
When the exposition is concluded, the project must be
supported by two Members at least, it shall then be referred
to the corresponding Committee that it may be report; and
the Chamber shall discuss it.
