If it is not supported by the does not receive support, it shall not be taken

65. No project whatever can be withdrawn, which has
been taken into consideration, except unless by a Resolution of
the Chamber.

66. And When the author of a project which has been
taken into consideration, solicits to withdraw it, it shall
be expressed in the Journals.

Title VIII

Of the order of debate Speaking

67. He who maintains officially the discussion of a
project, or the author of it, shall speak by right, the
first, and the last.

68. In case of opposition between the author of a project,
and the report of the Committee, the author shall
have the right of speaking last.

69. When the case shall occur, as in the last article
upon a project presented by the Ministry, they shall have
the same right of author. reply

70. After the individual appointed by the Committee
has spoken, and he who has the initiative — or shall
have to do so, he who first demands it, shall have
the right of speaking.

71. In case of two demanding to speak at the same time,
he who proposes to speak against them measure, shall speak
first, if the preceding speaker has been for it: and vice versa.
