72. When two or more demand to speak, none of
whom meet the case provided for by the preceding article:
the President shall accord the priority, giving the
preference to those who have not yet spoken over those
who have spoken.


Title IX

Of the Discussion

73. Every project shall be put twice in discussion. discussed twice.

74. The first discussion shall be upon the whole of the
project: and in this one rule shall be observed
that no one shall speak more than once for or against,
and the other against to explain separately what any body may
think he has not well understood. have been misunderstood

75. When the first discussion is closed, the second shall
be opened, which shall be in detail, upon each article
and even when the project should consist of only more than one,
the debate shall be open, each Member being able to
speak as often as he may think fit.

76. The unity of the debate shall be rigorously observed:
its course no motion whatever shall be admitted,
until the first and second discussions have closed.

77. Shall be excepted from the preceding article a motion
for suspending indefinitely, the commenced discussion, &c
for deferring it to a some determinate time, it being always introduced
conformably to the rules prescribed in Titles V & VI
and not interrupting any discourse.
