It shall be taken into consideration, instead of
the point which was being discussed, and it shall
be resolved upon.
78. It shall belong to the President to take the
resolution of the Chamber if the point is sufficiently
discussed.
79. Whenever five Members shall demand that the
discussion be closed, the President shall submit it
to a put it to resolution of the Chamber.
80. No discussion can be closed without a vote of
the Chamber.
Title X
81 Of Voting
81. The methods of voting, shall be two only: the
one nomal nominal, which shall be expressed viva
voce, by each representative, on being called upon to
do so by the President.
The other shall be by sign: standing up or remaining
seated.
82. Standing up shall always be the sign of the affirmative,
and remaining seated, of the negative.
83. All voting for electing shall be nominal.
84. All voting shall be reduced to one single and determinate
article; reduced to the affirmative or the negative
precisely in the terms in which the article is written.
85. Nobody shall delay voting — nor object to vote — nor
protest against a Resolution of the Chamber, in any case.
86. When there is an equality of votes pro and con, the decision shall
be in the negative.
