Title XI
Of the order of Session
87. The President shall open the Session is opened, calling
attention with a little lull and proclaiming, the Session is opened.
88. Afterwards the Secretary shall read the journal minutes of the
preceding Session.
The President shall give sufficient time for any observations
which may be made upon the drawing up of the journal
the chamber shall decide on any question resulting therefrom and the
Journal shall be approved.
89. In continuation the President shall give an account
to the Chamber, of the communications which have been received
and of all projects which have been presented, by means of
notices seven thro' by the Secretary Departments which shall be read by
the Deputy Secretary.
90. After a short time accorded for the observations which
any member may think proper to make, the subjects, of
which an account has been given, shall be referred to the
corresponding Committees: if any one demand a special one
it shall be named: if it is announced that any of the
Committees are ready to report upon one or other subject,
the a Session day shall be appointed in on which the Report shall
be heard, and mean time any points which may occur
of form or discussion shall be decided.
91. When what is prescribed by the 3 preceding articles has been
done when necessary shall be given
principally to the order of the day shall be proceeded with
