110. No motion whatever shall be made a second
time, which has been negatived lost, or not taken into consideration,
unless there has been an interval of 6 months.
111. Nothing, in writing or in print shall be read in
the Chamber, except the Journal, the Minutes, the
Reports of the Committees, and the extracts from the Secretariats.
112. The Chamber shall make accord an exception to
the preceding article, when it thinks it expedient
by a Special Resolution.
113. Every speaker who intends to speak for or against
shall do so from the tribune.
114. All who read or speak in the Chamber, shall
do so, standing up.
115. Whoever finds any difficulty in complying with
the preceding article, shall demand have to speak
sitting: which shall be granted by the President.
116. No member can be interrupted, except in the
following cases:
1. When straying going widely from the question, in which
case the President shall call out be reminded him of the question to him.
2. When falling into personalities or expressions, derogatory
to which detract from the decorum of the Chamber.
In such case the Speaker shall be called to order
by the President, or one or more Members of the Chamber.
Liberty of speech shall be granted for explanation,
or defence and if afterwards the Chamber sees cause for passing
a Resolution, it shall decide whether or not the Speaker shall be called to
order.
