6. Mention made by M. Bexon — the Frenchman employed under
the influence of Bonaparte in the drawing up of the Code of Penal Law established
in Bavaria. This may be seen in his preliminary discourse prefixed
to the work. The whole constitutes a vast folio: much too vast to accompany
this address. In it, numerous references were are made to my works on the
subject of legislation — such of them as were at that time published in French:
to the works these of all other authors, dead and living taken together, with the exception of
those from which the abovementioned French Code was copied, comparatively few.
7. The next Testimonials you will find in manuscript, are those
from the Government of Geneva. The use there made and still making of
my labours, in and by that Government, (for their labours on the subject
is not yet brought to its conclusion) may be seen in a letter to me from M.
Dumont of Geneva, speaking in the name of, and by authority from, that Government.
He was the Translator, Editor, and more than the Editor, of those works of mine by
which I am most extensively known on the Continent of Europe.
8. In the eight and last place, comes one out of various testimonials
which on different occasions, have happened to be drawn from the Government of my
own country: of that country in the Government under which I was born and bred; and near the metropolis
of which all but two or three years almost the whole of my life has been passed. A paper expressive of the opinion
entertained of me and my works in and by this Government will be found under letter D.

Postscript
☞ Postpone this to the last in copying The strangeness of the form in which, so far as regards paper and ink, the written
part of this collection of testimonials offers itself to view, can not fail to present itself as requiring
apology and explanation. The case is — that a demand has place for copies more
than one, and time has been wanting for printed ones. This which you see is one of eight
copies taken at the same time by one and the same bodkin. A disorder, which (I hope) is but temporary
in my eyes prevents my revising this, and can not but have produced various imperfections.

An observation may in this place have its use, by obviating an unfavorable
impression, that might otherwise be liable to be produced by first appearances. By the first
set of documents which accompany this letter, I shall be presented to view in the character of
a friend to Spain, acknowledged as such by her Government. But by this very circumstance,
not the less a friend shall I be seen to be, lest much the more so, to the vast aggregate of States which
her rulers have been accustomed to speak of, by the name of Spanish Ultramaria; to the whole
of that vast aggregate taken together & to every particular part of it. The proof of this will be
seen in a speedily about to be published work of mine, that will speedily be published, having for its title Rid yourselves of
"Ultramaria." For a paper, containing the proposed titles of its several chapters or sections (see Letter E.)
From the list of these titles some conception may be formed, of the nature and method of that
chain of reasoning, by which I was led to the conclusion expressed in the title of the work, and
which are those brought to view in proof of the truth of it.
