the habit, which, in the middle ages, the Italian Republics of those days, were in, of re-sorting
each of them to some other Republic for a Magistrate called Podesta: — a Magistrate
— whose almost unlimited authority supplied, in those unlettered times, the place of written

Law. Examples may present a clue to apt judgement, reasons alone can suffice for the
basis of it.

If time admits, a paper stating the consideration by which this conclusion was produced,
will accompany this address.

The opportunity being represented to me as favourable — I take the liberty of adding, to this little collection of
testimonials, I take the liberty of adding a pamphlet but just now published, on what
I call the Anti-commercial system. viz. that system of restriction on foreign productions,
under the notion of encouragement to home production, which, after having been so
generally, not to say universally prevalent, not only has for some time been condemned
by philosophical writers, but is now beginning to be condemned — in particular
in this country, after the long and bitter experience of its mischiefs, — by practical
commercialists, and even by Government . leading Government men in Parliament. In the eyes of persons new to Government
Legislation — especially if new in practice as well as in theory — be the mischievousness of a practice
ever so enormous, no wonder if the observation of its universality should operate
as an effectual recommendation of it. If I have not been misinformed, regulations
of this complexion the sort combated by me as above mentioned have already, to a certain extent, been either adapted, or from an
official quarter, proposed or about to be proposed, for your State. A remarkable circumstance
is — that, in the Anglo-American United States, notwithstanding the transcendant,
undisputed, and indisputable wisdom, by which, with exceptions to a comparatively
small extent, the measures of that Government are characterized, an attachment
to that system — an attachment alike strenuous and extensive — continues to
have place; if reliance may be placed, on the unvaried tenor, of such information,
written and verbal, as I have been accustomed to receive from various competent &
otherwise respectable quarters.

In such a state of things, you may imagine how encouraging it can
not fail to have been to me to have received, from the representatives of those States
in this country, an assurance not only so full as you will find it, but altogether
uncalled
