Under existing circumstances, the Country over the destinies of which
you preside, presents as it were a clear sky for legislation.

In this country it was, if I am not misinformed, in this country
it was that you received the principal part of your education. You contemplate,
I have even heard say, an eventual return to it. If so, the sweets of dominion
— those sweets, with which, whether in possession or prospect, almost all men are
more or less fascinated, must have lost their power over you. If, however, it
depended upon me, no such repose should you give yourself until, to your
other glories, were added that of being to Chili that and more than that
