1823 Nov. 19

One circumstance will ere long have of itself the effect
of placing the importance of this Guatemala in its true
point of view in all eyes. It is through Lake Nicaragua
if any where that the Juncture of the Pacific and the
Atlantic will take place if any where to any with any considerable
advantage. This is become a settled point. Such is
was the leaning expressed by Baron Humboldt in his published
works and my intimacy with him has afforded
me the occasion to know that the matter is now considered by
him as out of dispute: both in regard to importance and
facilities. Both at Paris and and just at present here the French
has been busying themselves with me on the subject on one pretence
or another. A year and a half ago I became the
unconscious instrument of mischief by giving letters given to
the Govern two men who turned out to be secret secret
Agents of government and at the same time very worthless
characters.

For civil engineering and for fortification, with
et cæteras upon et cæteras capital and that in no small
abundance being necessary, England is of course the only
country and the only country to which above all others we can look to with any
for such a purpose
with any confidence. From our own resources we might do
it in time: but times such as these do not render retardation
eligible. We have but to ask and to hear: this I have
good reason to stand assured of. The security we have to give
is beyond any that has been or can be given by any
other state: I wan No commission being yet but received
by me from my Government for this or any other purposes
I have not as yet made any direct overture: If it means
no other purpose, the early communication I am thus making
will I hop flatter myself be viewed as a token of the my
respect for the personal character as well as high situation of the
Right Honorable Gentleman I have the honour of addressing: not
venturing in this shape
at present any further
intrusion, Sir, upon
your time: but ready,
upon occasion
should time permit
to a answer all questions
without reserve.
I am Sir, Your obedient Servant
