1822 May 22 4
J.B. to Boyer President of Haiti

lips were cut off, he might by this indelible mark
in case of escape or ransom, still impress useful
terror, on the minds of all whom he found engaged
in the like traffic, or under temptation to engage in it;
he might thus preach to their eyes more effectually than
the most eloquent of speakers Orators could do to their ears.

The Proposal which I have to beg your acceptance
of, you will find printed in two languages:-
in the original English, and in a Spanish translation. Some
copies of a French translation will, I hope, follow
by the next opportunity: no one in that language being
to my knowledge as yet made, I thought it best not to
suffer the present opportunity to be wholly lost.

The French language, as you will see but
too plainly, is not so perfectly far indeed from being to any such degree at my command as
I could wish it were: still, having it in my power to
be in some sort my own interpreter, I thought it best
not to trust altogether, to any other, any chance for presenting
on this occasion to your notice, in a form as
near to the original as I could make it, the picture
of my mind. It is a mind filled with the truest
respect for whatever it has heard of your character,
as witness the hand that belongs to it.

signed
Jeremy Bentham.

To Jean Pierre Boyer
President of the Republic of Haiti.

It is with singular satisfaction I hear accounts
so eminently favourable of your Agent at Paris. Pity
but that such an one as he were here at London. Why
not he himself sometimes there, sometimes here? One
and the same agent, uniting in his own person the stock
of information obtainable at both places, would he
not be even preferable to two such Agents, even supposing
the same high ability in both of them?
