J.Bo. may make any thing he pleases of this sheet the matter
and if it would be of any use have it transcribed in form of a Postscript.
At the same time, on the ground of general considerations you will judge how if what likelyhood
there is — that, in a country, the language and customs
of which are strange to him, a any man, how transcendent
so ever his general fitness in other respects should, be in the character of Agent
lately in respect of all comprehensive service, stand in the character of Agent in that country, be upon
as high so promising a footing as a native. From a as perfect a
stranger as myself, especially to a person in your
exalted situation, advice will be apt to naturally
enough wear the application aspect of impertinence. On
the other hand, when you look at the Testimonials above
mentioned, it will be for you to judge whether in any the giving of
such advice there be any much probability that the individual by
whom it is offered should have any other inducement than
the desire of being of use to that same country w to which
your own services are, it is said of such matchless
use. In this what I say to you of Mr Bowring, I place
my character you see is staked upon the truth of it:
by a man in my situation I was which is as independent as that of man can be and of my age (I am
now in my 75th year) he you will judge whether without
possibility of personal advantage from any statement misrepresentation any
such character would be lightly forfeited. Meantimes
then I will take upon me to say for him — namely
that for such a function, should you make choice of
the man in question abovementioned, or any other of
nearly equal aptitude, Bowring without the title and
without profit would always take a pleasure in assisting
him to the utmost of his power: and for such assistance
the universality of his aptitude considered, I will venture
to say this country nor any other affords not his equal. At the same time
it may be unnecessary you should be informed, that to re the
receiving a subject of his own, in the quality of openly recognized
Agent of any foreign country, is what, to my knowledge, the late King of England
repeatedly refused: and I imagine this is the case with the present, the reasons being still the
same.
