Of the individual, who is thus taking the
liberty of addressing you, the accompanying printed paper
may, by means of the Testimonials contained in it, afford
some conception.
It consists of an offer, for the framing of a
body of laws, in which will be united three distinguishable
characteristics, no one of which hath as yet been exemplified
in the laws of any country. 1. The design of it embraces and
comprehends the whole field of legislation. 2. It has throughout,
for its object or end in view, the greatest happiness of
the greatest number; namely, of the individuals of which
the community in question is composed;- the same, to which,
in profession at least, the Spanish and Portugueze Constitutions
have been directed: 3. In pursuance of this end, attached to
each individual arrangement, is an indication of the considerations,
by which, in the character of reasons, it has been
presented as being conducive to that same end, and in which
an explanation, as well as the justification of it, will be to be
found.
