In drawing up, on this plan, a body of laws, for
this or that nation, the author will keep has constantly in view
the difference between those distinctive circumstances of place and time by which
are peculiar to different nations, from those which are the its condition is distinguished from that of other nations, and those other circumstances
same in all which appertain alike to all nations.
Of course, whatever number of works come to be
executed upon this general plan for so many different nations,
they will be, each of them, in a large portion of its text,
different from every other. At the same time, in respect of
another portion, nor that an inconsiderable one, they will may
without inconvenience, be, all of them, word for word the same. The offer hereby made
is thus, in its destination, insular circular.. As such, it has begun,
and as opportunity offers will continue, to receive, a diffusion,
correspondent in extent, to the hope entertained, of finding
minds and external circumstances, adequately prepared
for its reception, by the degree of regard paid to the abovementioned
only defensible end of Government. It has been accordingly,
or will be, conveyed - not only to all those States
by which the Spanish Constitution, with its limited Monarchy,
has been taken for the basis of theirs, but to all those others,
by which the same great end is aimed at:- aimed at by
more direct, less complicated, and so much more effectually
adapted, means.
Respecting the condition of that political state,
over the councils of which you preside, I have not as yet been
fortunate enough to obtain that information, for which I
