Sir

Of the individual, who is thus taking the
liberty of addressing you, the accompanying printed paper,
may by means of the Testimonials contained in
it, afford you some conception.

It consists of an offer, for the framing of a body
of laws, in which will be united those features characteristics
as yet distinguishable characteristics, no one of which hath as yet been exemplified in the laws
