Of as course whatsoever number of works come to
be executed upon this plan, general plan for so many different nations will be each of them in
a grea large portion of its text different from
every other. At the same time, in respect of another
portion nor that an inconsiderable one, they will be
all of them word for word the same, as one This
p issue hereby made is thus in its destination insular. As such
it has begun, and as opportunity offers will continue
to secure, a difference, correspondent in extent, to the
hope entertained, of finding minds and external
circumstances, adequately prepared for its reception,
by the degree of regard paid to that the abovementioned
only defensible end of government. It will has been accordingly
or will be, conveyed not only to all those states, by which
the Spanish Constitution with its limited Monarchy
has been taken for the basis of theirs, but to all those
others, by which the same great end is aimed at aimed at by
more direct, and less complicated, and so much more
effectually adapted means.
