Of the individual who thus takes the liberty of addressing
you, the accompanying printed papers, will may by mean of the
testimonials contained in them afford you some conception.
Sir,
This letter will be accompanied by an offer for the framing of an
all comprehensive and Rationalized a rationalized as well as all comprehensive Code of Law, having for its end in view
the end that to which the Spanish Constitutional Code professes to be directed viz
the greatest happiness for the greatest number, of the individuals of which
the commencing in question is composed. This offer you will
see is in its distinctive [+] [+] As such, it has begun
and as opportunity offers
will continue to receive
a discussion, correspondent
in extent to the hope
entertained of finding
minds adequately prepared minds and external
circumstances adequately prepared for its reception,
by the regard paid to
that only defensible end
of government, it will
accordingly have been & opportunity offers will be conveyed
not only to those states, by which the Spanish constitution with its limited
Monarchy, it takes as the basis of theirs, but to the all those others by which
the same great end is arrived at by more direct, less complicated much
more effectually adapted much better assured means.
On the subject of that procurement Respecting the condition of that political state over the
councils of which you preside, I have not yet been fortunate enough to obtain
that information, for which I have long been anxious: but, the title
of President, standing, as it did, in the same island, opposed to that of King & opposed
with such glorious success, affords to my of itself a sufficient assurance
that, in being addressed to you, an offer to the effect above described
occurs little risk of finding itself misdirected.

It is with peculiar delight, that I contemplate the chance I thus
which in this and by this address in particular it seems to me that I am
giving myself: viz that of affording a new bond of union & fraternity between
two races, the ill-treatment of one of which by the other, though not
altogether without the fault of that which has been the greatest sufferer,
has so long been a source of misery & just reproach to the whole species.
I flatter myself you will not disagree with me in thinking, that
whatever may be the difference in colour (though by so many intervening shades, is, to an ever more a continually
encreasing extent
rendered discernible
even that mark of distinction is in a manner rendered undiscernable, is reduced to kept to nothing it is the true interest
of all parties, that all other differences should as effectually as possible
be obliterated. To so desirable an a consummation, I flatter myself you will
also agree with me in thinking, that nothing can more effectually contribute, than a coincidence , and
as far as climate & other geographical circumstances admit, an identity in respect
of Laws & Institutions.
