Positions necessarily
involved in the doctrine

The following are the Position which are necessarily
in the doctrine in question and
in which the supporters of its stand engaged to
maintain —

That for maintenance
of a good decent conduct
the less check on mis-conduct
the better

1. That to the maintenance of good conduct or
the part of those by whom the powers of Government
are exercised the best thing that can happen
is, that to mis-conduct in their hands
there shall be no check at all and if that absense
of all check can not compleatly be
secured the more feeble and less efficient that
check the better. The thing most to be desired
is, that on no occasion be their conduct
ever so bad any discourse tending to product
an opinion or suspicion of its being in
any respect not so good as could be wished,
should ever be seen or heard and that if not
withstanding all their endeavours a discourse
having any such tendency shd
happen to make its appearance the thing
to be desired is, in the first place that
in respect of evidence, argument and
style the tendency of such discour to
