Box 67 contains a wide range of material, spanning five decades from the 1780s to the early-1830s, on libel, liberty of the press, and Bentham’s proposed Penal Code. The material concerning libel covers the periods of 1807 and 1817, while the the Penal Code material was written over a sixty-year period up until 1830. See, in particular, Bentham’s plan for his Civil Code (fos. 164–83).
