4 2 The other position
is that by true
imputations not by
false ones with the
apprehended mischief
be produced

2. The other position is, that it is from by truth,
not from by falsehood — by such imputations upon
their conduct as are true and not by such as
are false that the apprehended Mischief will be
produced: while the representing their conduct
as bad, when really bad, not by representing it
as bad when really good. For as to the leaving
unpunished such false accusations against them
it were too much to say this is what is not
proposed any where, but at any rate it is not
proposed here — for the U. S. the imputations cast
upon the constituted authorities by writers of
all classes may be ever so false, the falsely
ever so manifestly accompanied with criminal
consciousness no punishment is ever inflicted
no punishment is ever apprehended. —
