1818 July 3
Penal Code

Compared with the utmost power of producible from by this cause
in the mind of a ruler subject, the pain producible in the mind of a
ruler is as nothing. To support him under the affliction
the subject has no for its either no sympathy at all, or some
but that comparatively inconsiderable support portion which the
comparatively narrow circle of the particular connection
is able to afford: the ruler has for his support the whole
sympathy of the whole body of which he is a member.

To set against the pain to the shame of which he is
exposed from this source, no indemnity no compensation
does the nature of the case afford to the private individual
as such. The ruler if he is paid in money as in almost all
cases he is, has the money for this his compensation,
a constant compensation for a trifling and accidental
suffering. Money or no money what as such the rule he can not but
have is peace: and whether if the matter of good in this
shape the value be inconsiderable, let the power eagerness taken to require
return and encrease it testify. What is it that In the production of the anxiety to
exempt themselves of the possibility of being exposed to
the imputations in question, the value set by the whole
body to the power of this head of in which they are sharers
may surely be stated as having no inconsiderable share.
As the body of the military soldier is expect exposed to danger from crowds
and disease so is the reputation of the civil non-military functionary
from groundless accusations imputations, whether intensity duration, or probability be considered. The utmost of the suffering
to which the non-military functionary is thus exposed, what
is it in comparison of that to which the military functionary
is exposed. As to death A non-military functionary killed by a
libel? was any such death was it ever heard of?
