Penal Code
Thus it is that in the texture of the human mind
sympathy for others, sympathy over and above superadded to and
distinct from standing clear of personal self-regarding interest has place: has
place probably in a greater or less degree in every
human mind how compleatly so ever destitute of
all useful cultivation. Thus it is that this sympathy
is capable of taking for its object human and
other sensitive beings in any number: in a number
equal in the first place to that of all the members
of the political community in question – and so on in the last place
up to the number of all the members of human inhabitants
present and future contingent, of the human world.
But as the extent of the numbers which it regards
encreases, the intensity of this sympathy generally decreases:
much more when considered as applying
in its effects and tendency to any this or that individual of so vast a multitude
and, in a quantity capable of being productive of any
sensible effect, considered in its application to any
persons not neither presented by habit or nor accident
to personal observation, was connected with the individual
in question by any special tax, there seems
no reason to believe that it can ever have place
except in a comparatively small number of minds, viz. of among those
by which by a concurrence of natural disposition,
as applied instruction, and appropriate correspondent apt social
intercourse have been placed in brought into a superior and rare therefore a rarely exemplified
and superior state of cultivation.
