Penal Code

It is a maxim of English law, where the offender is a
man in power, punishment is not for the offender offence, but for man
who tells of him it: not for the offender but for the man who tells
of him. Not to speak of the aggravation If this be not meant by truth is no justification
what else is? But with by the maxim truth is no justification,
practice is altogether governed, it is so most closely and
invariably.
