Penal Code

If by any such cause the cause in question, under any sort of government
whatsoever any such thing in the shape of mischief were
capable of being produced that was of all others the
state sort of government in which in all this time it would
have been produced and shown itself. There it is that
against the government the people are upon the strongest
footing: as against the people, government upon the weakest
footing. Standing army so much and so much alone
as eventually in case of war, may suffice for a point,
it appears a point of a central point to round
which the militia may be added, in comparison of
the aggregate form of the militia not as one to ten against the standing army: all
individuals at full liberty at all times to join train and
arm themselves.

In this state of things where is the mischief? where
for want of sufficiently close and remediless subjection is
the mischief that has in all this time has ever been
exemplified? Where the plots discontent? where the
plots, the insurrections, the riots, the menaces? Where
so much as the least particle of discontent manifested in
and means otherwise than according to law?

Discontent? No: but instead of against the discontent, never
against the government or the mode in which it has been conducted
was any where so universal a demonstration of comfort
and heartfelt satisfaction: never any where such honest exaltation
– such well grounded such unanxious pride!

Contests between party and party, yes. But the
ground of distinction so faint as scarcely to be intelligible anywhere
out of the county itself: Contests between party and party
yes: but in the love of the constitution as it stands, both parties agreed, and vying with each other in the expression of it.
