1818 July 4
Penal Code

Such are the Of the several sources of political defamation
and thence of the only useful political information those and
those alone are they from which the matter of defamation and
flows with constancy.

The other the only other source is Parliamentary Election.
But except in the casual and scattered instances afforded by
vacancies, this comes into action but once in
about six years: and can never come more oftener than
once in seven years.

On this occasion not only in written discourse but
in spoken discourse political defamation pours itself forth
with a degree of excessive and mischievous licentiousness of which
is so natural a result of long continued and occurr rarely and
casually and momentarily removed pressure.
