Law Amendment or Penal Code

At present what whatsoever real use if any, is capable of being
made of the Rome bred law of the institution of those Sovereigns
of antient times is confined within the field of International
Jurisprudence. What the That which the sovereign of so
many mutually independent political States stand in need
of, to assist in settling of such disputes as are liable
to have place between them, is some common standard of
reference afforded by an authority not exposed to the
suspicion of being instead by any sinister interest inclined
to show any undue favour to any one of them to the detriment of
any other.

But, with how much greater benefit to all parties concerned
might this standard of reference be framed by any
individual taking in hand for the efficient instrument the greatest happiness principle.
The materials for such a work would be the several
parts cases which have been seen calling for decisions as reputed
in the aggregate of its several books having for their subject
of such future contingent cases the idea of which would
be furnished by a the Pannomion of any political State, and
which would be seen springing up in the several parts of
the field occupied by the several divisions of that aggregate.
The possessor real or supposed and alledged of such a subject success
of or such a subject matter of property or thing immoveable
is a thing moveable, is a thing incorporal and fictitious – a
suitor on the plaintiffs side – and suitor on the defendants side, or
a witness on either side the sovereign is a member of the government
or an individual citizen of a foreign political State – what
in this suit is to be done – the treatment given to him whether
in the way of good or in that of evil shall it in any and
what way be different from that given to a native
who in other respects is circumstanced in the same way?
In this may be seen a sample of the way in which
the nature of things will cause question belonging to international law
to spring up in the field
internal law as the
mode of the legislator
enters upon those same
parts of the field in the
course of his progress.
