In so far as assignable the offence will be seen
to come under the head of semi public offences

The case in which the state of things in most
frequently exemplified is that of a calamity

Of calamities the principal seem referrible to one
or other of the heads following (See Const Code Ch
XI Ministers severally §. 6 Preventive service Minister

Where the instrument of maleficence is
expensive it belongs to the Legislator to make
provision to prevent the production of it
