From when it may be

Even when there are independent transprinters of various

A periodical transprinting identically or virtually
any article or part of an article from any other periodical,
is bound to make reference to that other – mentioning
along with the Editors name and address the day on
which it appeared.

Of the Reasons for this obligation examples are the following.

Reason 1. In case of the prospect of the article being in its purport and
tendency commercial or capable, exception excepted generally speaking
transprinter will exculpat thus exonerate himself from
responsibility in respect of it.

Exception is where the original paper being
defamatory and false being false to the prejudice of injure the reputation
of some individual or the government, the transprinter
was apprised of its being so false.

Reason 2. By this means readers in general will
be according to the interest they have in be obtaining current
conceptions in relation to the matters of fact in question
will have be put in possession of the best means most apt adept for the
formation of such conceptions – to wit in the first instance
on the face of the matter thus already published: and eventually
by ulterior enquiries made for this such special purpose.

Reason 3. Th Proportioned to the quantity and importance
of the same information of which he is the original publisher,
each Editor will be the appropriate reputation
by each such Editor obtained for his work.
