Penal Code
In vain would it be paid, the motive by
which or in the heart of the improvers, the suffering is
produced in those of the discarded workman,
has nothing bad in it. The intellectual character
displayed by it as a fit subject of approbation,
and even of admiration. But the motive,
if it is nothing worthy of censure, neither is it
worthy of applause. It is the same by which, if
honest industry is produced, so is theft. It is
neither more nor less than the desire of almost
everything which is desireable. But the motive,
it has been shown elsewhere is an object which
has no claim to consideration, any further
than the effect of it is to give credence or encrease,
to good or evil, and in this case, the evil it is evident
is naturally and will generally be
found to be greater than the good.
What then is the practical inference
– not that improvement of machinery should be
taken as the subject matter of convenience
simply: but only that in every case, before its
effects in respect of the discarding of workmen have
taken place, effectual measures shall have been
taken for providing them with sustenance; if
not to an equal amount with that to which
they have been accustomed, at least to a certain
amount, shall preserve them from the pains
of unsatisfied hunger.
