Penal Code

A case in which if the though not the import,
the nature of damnification is in a high degree
complicated is that which has its rise in a civilised
age and nation, in the improvements made in
art and science: By improvements made in
machinery, the safe same effect produced by a lesser number
of hands. Of this change, the good effects are now to
obvious, the article in question is brought within
the reach of a greater number of persons,
that till then have been partakers in the
comfort derived from the use of it, a benefit
still greater than what would be redced if of
the same reduction in price the only effect were
to place in the hands of the same persons, who
are already in the habit of using it, in larger
quantity than they had before.

The evil is neither quite so obvious
nor quite so certain, but it is much more
serious. Hands necessary for the production
of a given quantity before the change say a
hundred. Hands sufficient after the change
say fifty. Here then are fifty persons, who must
either betake themselves to another employment
or starve, or throw the burden of their maintenance
on publick charity.
