§. Damnification

If where these provisionary arrangements have been
left unemployed, the individual capitalists are not
free from blame, so neither are the functionaries of
government, and in particular, the man of
finance. In the augmentation of trade he beholds
beholds his glory, in the profit capable of being
made by a tax upon the savings something
more tangible. If then the machinery of the quondam
employer is naturally the first victim of
the resentments thus produced. The palace
inhabited by the man of finance under the
name of office is the second.
