Art, or 20. Enactive Mode of proceeding by the directors functionary at a Government
Office on the occasion of his seeing in a Newspaper
an article of information speaking of an occurrence which to
him appears relevant and of appropriate with relation
to the business of his Subdepartme or any other Subdepartment
of a department of the official Establishment.
He will in the first place convene the Editor
and examine him for the purpose of learning in what shape
the information was communicated to him – whether viva
voce is in writing in the epistolary form or otherwise. Comparing
the importance of the information on the one hand with the
vexation attached that might be occasioned to a proposed by the obligation of appearing at the Ministers
Office for the purpose of undergoing examination he will determine
and the comparative insufficiency of examination
in the epistolary mode as compared with examination in the
vivâ voce mode, on learning from the Editor what he knows is known to
him concerning his his informant, he will either drop the
enquiry or cause the informant to appear convene the informant for the purpose of being
examined in the oral mode, or proceed to examine him in
the epistolary mode. He will, in a word proceed in the
way of investigatorial procedure, as to which see the Procedure
Code: carrying on the chain of enquiry through whatsoever
number of links it may happen to be composed of.
