Art. On this occasion will every the Legislators
will weigh in the take have regard on the hand
hand to the evil resulting from the leaving false and deceptive information
unrepressed, on the other hand to the evil liable to be produced
by the discouragement to suppression of such true and usefully
instructive information as might otherwise be furnished communicated
and through the channels in question circulated.

Art. or 25 On the occasion of In relation to the events of
war, in particular the results of battles and particulars of engagements and sieges the usual customary
reliance has been upon such accounts as are stiled official
to the exclusion of all others. In so far as the functionary
in question has been with relation to the occurrence in question
a percipient witness his relation may not altogether without
reason
unreasonably be regarded as superior in to
any that of any one other reporting witness reporting and self alledged
percipient and reporting witness. But of the occurrences
which he may have occasion to relate, note if no more
than a comparatively small number can it in general have
happened to him to have been a percipient witness: even in
relation to those in relation to which he has been was a percipient
witness, scarcely will his testimony will not in case of contrariety, be in trustworthiness superior to
that the mutually accordant testimony of two self-alledged percipient witness taken by lot, and
for securing engaging veracity and requisite attention and caution in
addition to veracity on his part, the fearapprehension of
counterevidence in case of incorrectness is a security too
necessary needful to be in any case foreign excluded consistently with the
ruler rules of prudence.
