Art. or 5. Of the deficiency of appropriate registration
and the consequences in respect of non-information
and misinformation as to the progress of works and of the
use made of the things and labour of the persons employed
in them, and thence as to the cost absolute and comparative
of the finished work an instructive example might
be afforded by English practice, in particular in the Navy
Subdepartment. The An established system of and
wilful falshood uncovered in the accounts given in, from the Dock Yards
to the Navy Board, and from thence if given in at all
to the superordinate authority the Admiralty Board of
persons and things employed upon the several works, and
of the progress made in them. On these false accounts
were all made: estimates of comparative cost
as between one mode of procurement, as between
fabricating repair and purchase, and as between one mode of fabrication
and
or repair as between and another. Enormous was
the waste and cost originating in this cause. This

Such was at one time the case some years ago as the author of these
pages had continual occasion to hear from an inspecting
functionary whose thoughts were continually bent in the object
mischief and whose endeavours had they been suffered to be
continued would have been employed in the remedying removal of
it, together with an enormous load of abuse and
imperfection in other respects. This was a considerable
number of years ago. How the matter stands at
present belongs not to the present subject: nor has it fallen
in his way to be informed.

A government which in the Army Subdepartment
can not only connive as false mastery for the purpose of enabling
military officers to put public money into their pockets on false
pretences, but sanction the fraud by law, that is to say by
Act of Parliament, not to speak of the grounding all proceedings in the
judiciary department
upon a of known
falsood, can not reasonably be suspected
of having in the
subdepartment here in question, in the interval in question, made any very material change.
