1 Inspection of the current supposition that the few with are are better than the many
2 Origin of it
So far therefore as the man's personal interest
promises to be promoted by it, misconduct for in favour of a man's
own interest, and to the prejudice of all other interests, ought
to be expected at the hands of every man without exception.
Accordingly it is on by this supposition saving
certain exceptions that in every political state the whole
system of government of legislation and administration
is founded directed.
But the less resistance it is likely to meet with
to the light the be which this habit of misconduct the greater the effective force with those like any others impute
will operate. The only instance which hands from which
the ruling are, or the ruling few are liable to experience
resistance are those of the subject many: the people at large.
The less therefore the resistance which the ruling few in the rulers are
liable to experience at the hands of the subject many at
the hands of the people – the more mischievously efficient
will their misconduct be: the greater and more uninterrupted the extent of the sacrifice
on every occasion made of the universal to the particular
interest.
For a check to such misconduct in this instance situation the
subject many have the power of the laws: the power of the
ruling one or few exercising itself in the shape of law.
