The evil at its maximum: the strongest and only
assured remedy inapplicable: Such in regard to misconduct is the state of the case
in the case of the ruling few, in the case of the ruling few
under every form of government without exception, that one alone
excepted under which the ruling few are liable to be displaced removed
by the subject many.

In these our days The power of the popular or moral sanction has
one great instrument – one instrument of comparatively
recent invention – an instrument in comparison of which
the power force of all other its instruments put together is inconsiderable
the printing press.

But it is by defamation and vituperation – but
more especially by defamation that this sole instrument
of controul to misrule – to misconduct on the part of the
ruling few as such can ever operate. he In no shape
can the existence of misconduct be imputed alledged but in the eyes of every person by whom the accusation allegation is believed to be true, the person whose conduct
is in question is defamed. Of defamation the effect
in proportion as it has any effect the effect is that the reputation
of therefore every party to whom individual who has had or it is believed the conduct is imputed
is lowered, though the misconduct should have had moreover
irreproachable error for its cause – though it should
have been clear not only of criminal consciousness but
even of rudeness, still in so far as the conduct in question is
believed to have been less apt less proper less well adapted to
the nature of the case than it might have have been – even
in this case by the imputation of allegation in so far as credited, is the disapproving unfavourable judgment pronounced, in
so far as acceded to,
reputation is lowered.
