Means of support to 1. Defamer. 2. party defamed

3. As in this case the evil of the disorder in question,
viz. misconduct is at its maximum, in this same case so is the evil of
the remedy at its minimum.

In support of his accusation against the constituted authorities
for his defence agains their accusation of him in the case of
defamation, the private individual defamer has no other than his own
private means and these in every case unlimited and comparatively
scanty. To the quantity of those means possessed by at the command of
those his adversaries, there is no limit.

Evidence and argument – to one or other of these heads
may be referred the catalogue of those means.

The alledged libeller – no evidence can be ever
or any where obtain but the persona all the persons who are
concerned in the furnishing of it expose themselves thereby to
the displeasure of his offended and angry and all powerful adversaries.

For the production collection of evidence be it ever so pure
money in most cases is not the less necessary.

For the obtaining of appropriate argument – argument
composed of observation on the evidence furnished on the one
side and the other as compared with the charge accusation, many
is moreover necessary.

On his side as well as the opposite in For the carrying on of the course of procedure through
all its various steps even where the mass of factitious delay
vexation and expence is at its minimum or equal to 0.
money is again necessary: much more under the prodigious load
quantity of the factitious burthen under pressure against which in every political state,
unless afford an objection the individual on the occasion of his
exertion to obtain justice
has to struggle.
