Subsistence, Security, Abundance and Equality, these
may be stated as the modifications of the matter of good considered
with reference to a political community and the arrangements
capable of being taken for maximizing by rulers for the maximization of it.

By subsistence understand the aggregate of the instruments of all sorts
by the use and application of which continuance is given to human existence
of the instruments and efficient causes of continuation of existence.

By security understand exemption in so far as obtainable
and conferrable from evil in all shapes.

Existence is no otherwise valuable than as the necessary
basis of pleasure: of exemption from pain it is not the necessary
basis: ceasing to exist a person is much more compleatly
and certainly exempt from pain in all shapes than he
was as could have been while his existence continued.

By and in proportion to encrease in quantity the masses
of subsistence become the matter of abundance.

By the application made of the matter of subsistence to its use
and purpose, that is to say to the continuation of existence a
certain quantity of pleasure is produced.

By the matter of abundance is produced at the same time
proportionable encrease of security for the in the existence and and encreased probability
of encrease of pleasure and exemption from pain.

By, and in proportion to, equality – that is to say equality
in the distribution of the instruments of existence, of security and
abundance – encrease of good, diminution of evil is produced.
