But, though where the supreme power is in a single
hand person wrong done to that one will in general be productive of
more evil, than when the wrong is done to a person who is but one
of several or of a multitude in any greater number
still it follows not that in the means of repression employed
at any rate in the punishment employed any considerably greater
severity is necessary or justifiable than where the
power is so shared. In the one case the means of repression
must be severe enough to damp in the minds of the people would be offenders in general
an the expectation of reaping a net profit from the offence
and whatsoever suffices for this purpose whatsoever suffices in the
one case will suffice in the other.
In the case of or aggression by corporal wrong for the
purpose of testing depriving the supremely ruling one of the whole
power all that the offence amounts to is no more
than the amount of what is done by the like endeavour
used by a foreign potentate in the case of ordinary war.
