Penal Constitutional Code General Title
Ch. Division of Offences

Disturbance or say obstruction are Constraint or Restraint, either
for its own purpose or for the purpose of the other.

Of Private Offences – Offences affecting individuals – the
aggregate is forms the basis of the aggregates of the offences
belonging to the several other denominations classes of offences
to wit semi public, and public: add to these that
division of offences which runs through the whole class
of private offences, to wit that of offences against
trustee. Offences committed by a trustees as such to the
prejudice of his confidee or say interestee or say
cestui que trust. Under a Democratic Government
all power political power is a trust – held in
trust and thus Public Offences and Private Offences against
trust in a manner covered.

The same detrimental acts are deemed wrongful or
rightful and receive accordingly in various instances
distinct names according as they are committed exercised by
or by the agents of or an individual. 2. a responsible
power holder. 3. an irresponsible power-holder. 4. a
foreign enemy. 5. in case of a civil war the partisan
of the opposite party.

So according as they are exercised to the detriment
of a person coming under the one or the
other of those denominations.

Forcible Depredation coming exercised by an individual
to the detriment of an a single individual once for all to the amount of a half penny is extortion or robbery
as the case may be: committed exercised by a supreme power-holder
on all the individuals of the community to the
amount of millions of pounds a year, it is but taxation
and receives no other name than that which is
bestowed on the act when exercised to the least amount
and for the most indispensable purposes.
