Penal Code
Division of Offences

In penning a proposed penal code, the first
thing to be considered is in what manner of shapes,
and by what manner of means it is possible,
in the nature of things for one man to do evil
to, or say, less on the happiness of others.

A concomitant task all along is to determine
in what cases measures arrangements can be taken by coercive
power, so on each occasion to order motives to order the means of repression that
the good produced by the employment given to them,
shall not be outweighed by the expence; so –
