Penal Code.Ch. III. Division of Offences
§. Self-regarding Offences

Only Chiefly for warning is this mention made of
this division class of offences of usefully punishable delinquency as
capable of having place in this case. In the field of legislation
this part is taken possession of with particular complacency
by the hands of hypocrisy, bigotry, self-conceit and tyranny.
Blind and ignorant people! wretchedly imperfect as each of you
in the knowledge is what is most conducive to him our highness,
perfect in one in whom exalted mind wisdom and
benevolence each in the most perfect degree reign in
everlasting harmony.

Two endowments alone are wanting to the despot
to enable him to fulfill exercise aright the trust he is so ready to
charge himself, two endowments alone are wanting: appropriate adequate
will moral aptitude, and the appropriate intellectual aptitude:
for each man greater than that which he has for himself,
and in relation to his several private knowledge
more particular than he has for himself.

By religion the hand it is that is held out the fairest
most irresistible temptation to the assumption of this tyranny.
Nor yet are fraud and hypocrisy the only causes.
Frantic at the apprehension of endless torments punishment for at the hands of infinite benevolence for
inevitable offences against unknowable laws the wretch
looks for alleviation or chance of escape or alleviation to
the merit of setting a infusing into as many breasts
as he can operate upon the like persons of never-ending
misery. Everything that it gives pain to a man to do is a merit:
everything that it would give pleasure to him to do is a sin, and
for his sake converted into an offence: and in this
sample experience of present happiness he is bid to behold a
an earnest of the happiness that is to come.
