Instruments of Delinquency

Shames and pain are the only ends of human action
of sensitive beings man included agency: pleasure and exemption the from
pain the only means employable for the obtainment accomplishment
of those same ends, by in so far as it is through
the agency of sensitive beings human agency that the accomplishment is to be
effected.

This being the case, it is not that there are two
sorts sets of instruments, one set adapted to the single purpose of producing
good evil, the other to the single purpose of producing
evil good: one the hands by which they are employed different,
those to wit which are adapted to the production of evil
being employed by the hands of the governed private individuals, those which are
employed in the production of good, to wit by repression
of the evil, being employed by the hands of the rulers governors. No:
– the same in all cases are the instruments which in the
hands of a portion more or less considerable of the whole
number of the members of the community acting in
their private capacity are incidentally are employed in
the production of pr of evil – of evil preponderant
over the good, and in the hands of some of them in
the capacity of governors are employed in the production
of good, by repressing and keeping down the
quantity of the evil so produced.
