Instruments of evil in the shape of
delinquency are 1 Misapplied physical force
2 Misapplied coertion
3 Misapplied remuneration
4 Deception

Included in deception corruption may be
misapplied coertion and misapplied remuneration,
though by corruption is most commonly
understood misapplied remuneration only.

Included in deception is delusion, which
in so far as it operates upon persons taken
in the aggregate is affected by those same
instruments the same as those which are instruments
of corruption, especially those which
are instruments of misapplied remuneration
and which in the hands of the ruling and
influential few, constitute the bouquet
composed of the sweets of government.

By sweets of government understand
money, power, reputation factitious dignity,
reputation, ease constantly at the expence of
official duty, vengeance incidentally at the expence
of justice.

Deception is either by discourse or without
discourse, by discourse it is by false discourse, without
discourse it is by countenance, gesture and
deportment, by falsehood appl and the equivalent
applied to a particular purpose false evidence is exhibited,
equivalent in many cases to
false evidence is suppression of
true evidence.
