Ch. VII. Concatenated Offences

By this same analysis a sort of
unity, and simplicity and clearness will thus be given
to the conception entertained in relation
to many important aggregates clusters of offences,
in particular, those which affect the finance
sub-department, and in the case
of which, the offence in its consummate
state is distinguished by the appellation
of smuggling, of the attempts and preparations,
more particular the preparations, capable
of having place in relation to this principle
ofoffence, the description is commonly
voluminous of sufficient bulk enough to occupy
of itself a considerable volume. On this
volume the divisions will be constituted by,
and the number of them correspond to the
number of, the several articles taken
for the subject matters of taxation and
prohibition as applied to the several
operations of and imputation,
to which operations may perhaps
incidentally be added some others.
So many as there are of these different
subject matters, so many different codes
may be constituted, having for their
titles, the denominations borne by the
several different classes of persons.
